If the Mother is sure he is the Dad, she could, would be okay with it.

In late nineties, early two thousands one out of every ten Fathers were not the Childs father. Now a days it seems like more than this. I know a guy, from the gym, he raised a ten year old, and recently found out from a dna it wasn't his. He was going to go to court and get money from the mother. This never happened, and now he has custody of the ten year old child, for the summer. I honestly dont know how he didnt know bc hes dark black and the kid has almost white skin. I could go on with another appearant case.

"Mandatory"? Shouldn't that be entirely up to the couple?

I understand if you want to have the father on the birth cert then you need one . If you don't want the name on the cert no problem

One thing I always say on this is the medical community were part of the scam , They actively hid info ( eg blood genetics) from parents so lack of parternity would not be discovered .

Multiple reports state that one third of the signatures on birth certificates from unmarried couples do not reflect the biological fathers name. Under House Bill 2698/Senate Bill 1777 unwed fathers could still voluntarily sign, but in order for the birth certificate to be officially validated, the signer must provide the results of a DNA test to Vital Records.

A DNA test should be entirely voluntary, regardless of marital status (which is a ridiculous threshold anyway).

A DNA test should only be required if there is a dispute as to who should be on the certificate.

I have a different view if a test was done on every birth by default it would stop a lot of fraud . These days the tests are cheap

It's a civil issue that can be addressed between the parties if and when fraud is alleged. Until then, nobody has the right to demand that someone's DNA be tested.

Back in the 19th century, a blood test for STDs was required in order to get married at least In my state; however, that is no longer required.

Would not be demand .
There are a whole range of tests etc done around birth that are done automatically unless you actively opt out . Of course not limited to then .
In the uk they collect all the dna at a crime scene and catologe it and keep it so of course this includes lots of people nothing to do with the crime the victim etc.
Over half the population are now reportadly in this data base .

An inch and 1/2 deeper than before
Personally, I believe it should be done if either of the parents request one but the state should not be able to make it mandatory

Opt in or out, as long as it's optional and the cost is the responsibility of the parents, not the public.

Costs associated with proving paternity should be the sole responsibility of the parties who want to prove it. The state has no business in it whatsoever. It's a civil matter. If the private parties want the test done, they have to be willing to pay for it. If they're unable, why should the public have to chip in?

The public pays in a variety of ways when it hits the fan .
The state is heavily involved through the legal system etc so can not be divorced (as it were) from this .
Since the US health care system is user pays I imagine that is what would happen .
Pity the US get such poor bang for buck re health care but still the test should be cheap especially if it is done en mass

Umm guys keep in mind the state is heavily involved with a number of things here includeing legal compliance which may involve considerable cost . So forcing a none biological parent to pay child support may involve a lot of effort on behalf of the state for instance .

In the long term of course as women realise fraud is not going to work the system should sort itself
