So I feel like this happens to me bad and frequently. I don't feel like I maintain my true flaccid state. My question is there anything that can prevent this, as in, train my penis to not "turtle" and retract?
I have been fighting the turtle effect all my life, including the last nine years doing PE without success. However, some guys claim keeping it extended with sleeves and wraps hels. Hopefully, they will chime in.
In reality, my flaccid dick has never effected my relationships with the opposite sex. Only a little embarrassed in public locker rooms and mens’ rooms.

Bib seems to be the hero in the Pe community with the largest gains . He went from a tad under 6 in length by 5 in girth to 10.5 in length and like 6.5 or bigger in girth
with that much size it probably wouldn't matter if it turtles
Wearing a cock ring - leather or stainless - will help. I wear mine around both my balls and shaft. The ring keeps your junk more engorged then if not wearing it. I use a leather adjustable, and though mine range in width from 1/2" to 2", I found I like the 1/2" more. Not overly noticeable if you prefer discreetness, but I just prefer it because it hides less of my shaft while still helping keep the engorement. The 2" ring will create quite the bulge, but of course it is also covering up 2" of shaft.

10 mins in a bathmate twice a day. Or just post sessions if your turtling is just after doing your routine
Do some exercises, pumping, hanging or whatever and then put on a silicon sleeve to hold you extended. Very comfortable and I think better than Stealth. Also go commando or put your shaft out the pee slit of your briefs.
Hair tie wrap has worked good for me. Applies a little constriction and helps to hold in a little heat to soften things up a bit.
