Well yes some have, people have also gained from the bathmate. There is no reason not to gain, what matters is which one you prefer, you're still pumping, but using a different medium. ( I have created a thread on water pumping )
Try it over the course of a week and see how you like it.

I will most likely do a second session it's too much fun. There is one thing I have a few concerns about . Glans are hit harder than the rest of the shaft, they feel really sore when the rest of the shaft feels fine.
Last time I measured I was 5.7 at my max, which is midshaft. We'll see what is the outcome in the next few months, lately I felt a bit girthier (obviously I'm doing PE all the time) , depending on EQ (which is often too low).
I hope to reach 6 inches of girth by summer. If I ever hit that number I'll most likely go for 6.2 , which , in any case, should help me maintain at 6 if I quit PE for a while. I would also love to even out my girth (6 inches of girth from base to midshaft).
Many people have gained from pumping, and it's looking good so far. Ideally I see it as a super edging session after a nice manual work out. I can't really do too many squeezes nor clamp so I'm giving pumping a try on its own for a month, out of curiosity.
I thought the same as you did before I started, the expansion I get now in the tube makes me think there is no reason not to gain from this repeated expanded state. And people have gained from it, some have gained a lot. As any form of PE, it is tricky. A while ago I clamped and found it completely negative, in my case clamped edging is way better.
I do kegels as well, it doesn't make so much a difference but definitely help with the glans and a bit with shaft expansion. I have some girth expansion, but it seems to be less than what I experienced a week ago. Of course I was doing squeezes at the time , so it makes sense. I also believe I'm longer now.
I have a new idea I want to give a try, other than that I'm thinking about ignoring edema. I'm not too far away from packing the cylinder, and the sooner I pack it, the sooner the cylinder's wall will limit/prevent lymph fluid build up. Which means shaft will catch up quick.
You can just use the measurements on the cylinder, what matters is the progress not the size.
I'm also not sure I should try to expand more lengthwise if I want to increase girth, actually I believe the contrary could be true.
Just for my own record, I'm very close to 20 cm while at my max expansion in the tube.
