nope, hasn't ever mattered before because we have (until recently) maintained good relations with the foreign countries own the quarter or so of our national debt that is owed to foreign entities.
here is the results from a basic search of who owns our debt. fun fact, of the top $18 Trillion of debt owned, more than 75% of it is owned by Americans. that's owned, not owed. Have you ever invested for your retirement by buying some T-bills? those are treasury bonds that equates to an amount of debt the US gov now owes you. So servicing that debt means giving money to Americans who can then invest or spend that money.
