I was having a debate about this with a work mate. He reckons it's any woman with a kid.
However I reckon it's any woman who could be old enough to have a kid who is now of legal age (ie 16 in my country) and therefore minimum age for a MILF is 32 years and 9 months.

It is my understanding that a MILF is an actual mother (as the slang acronym implies), in many cases older (but not always) that a younger man finds sexually appealing. She may also be married or single.

No necessarily W4I..apparently, there is a whole feline scale to classify women based on their age and sexual desire for younger men. These women may or may not be mothers. Also, whereas a cougar (or other feline metaphor) finds younger men sexually appealing, it is younger men that find MILF's appealing. The sexual attraction is reversed.
However, if a younger man were interested in a cougar, I believe he would be considered a "cub".
The scale is as follows:
Age 18-21: Wildcat
Age 22-29: Lynx
Age 30-39: Puma
Age 40-49: Cougar
Age 50-59: Jaguar
Age 60-68: Panther
Age 69: Pussycat
