The difference between congenital penile curvature and Peyronie's disease is congenital is with you from birth. Peyronie's happens due to the formation of scar tissue. Congenital curvature is usually due to uneven development of the erectile chambers.
So, the easiest way to determine if your condition is congenital or not is to determine if you had the curvature at birth. If the curvature was something that developed later in life, then it's not congenital. If the curvature has worsened or changed as time has gone on - then it's not congenital.
