Try using the TLC Tugger at home when you can first. Once you get the hang of that start trying it at work. That's how I did it.. Lately I've just been using the cone alone, though. It has really helped me regain sensitivity.
Also, have you tried Jelqing at a 6-7 EQ? I would imagine since you're 8 BPEL that you could push a lot of blood that way. There's also Horse440s and erect bends and things of that nature.
