I think it's possible that a few - a very few - men don't masturbate; perhaps some guys from a very conservative religious background or those who are totally asexual; though having said that, even an asexual man's body is going to produce sperm like any other man, which has to be periodically released. I read somewhere that asexual people do masturbate but it's more like scratching an itch in that it has no particularly sexual aspect to it. But yeah, I'm sure the vast, vast majority of men masturbate at least occasionally. Even if you live with your partner and have sex very regularly, most men I think are so used to masturbating that it's difficult to give up the habit of a lifetime, even if it's just occasionally.
With women, I can believe that some don't masturbate, because their sex drive isn't related to the build-up of an actual tangible substance in the body, as it is for me. I should think non-masturbators are in the minority amongst women as well, but it's probably a much larger minority that amongst men. On the other hand, women don't have a refractory period in the say way men do, so a woman who really likes to masturbate can do it many more times per day than a typical man. A few years ago I had this girlfriend, when we were apart we used to wind each other up over the phone...one time we'd been doing this and she later told me she'd given herself six orgasms after we'd finished talking, one after the other, bang-bang-bang-bang-bang-bang. I think my personal record is eight, but that was over the course of a day, and she probably managed that over the course of 20 minutes or something.
