Simple and straight forward question, hoping someone could answer me here.

Since i'm new to P.E. i keep getting erect very easily, so i decide to my jelqs while about 90 % erect, Does this affect girth? and a little bit of length as well at the same time? or just girth?

I know many don't recommend this due to injuries but i havent experienced any yet and i am taking good care of my buddy down there.

I think 75 percent should be maximum
90 is too hard and the tissues are too stiff it wont expand
thats just for the reg jelqs

for the v jelqs, 50 percent maximum

As a general rule the more erect the more jelqs target girth, lower levels length.

You are correct, high percent erect jelqing is not recommended at the beginning stages. When you say, "yet" it means that your planning on an injury sooner of latter. You might just get lucky and not have one, (or at least I hope you don't). Please consider waiting until your penis is well conditioned before doing jelqs above 60%. You do not want the set back and pain of an injury.

Something to think a bout, the more you jelq at your target erection level, the sooner your "buddy down there" will get with the program and stay in workout the appropriate range. It can take awhile, but part of the beginner routine is training our selfs to control our erection level during workouts. It is my thinking, that you should do them right or not do them at all. You can compare this, if you like, to poor technique during weight lifting, it easy to do more harm than good.

PE is not masturbation, but that does not men that you can't have a little fun with it.

Thing is, it takes along time for me to do the exercises, in addition to that, having to wait for my erections to subside will triple it! i guess i can reduce the amount of jelqs i'm doing right now until my penis figures out i'm not masturbating.

When you get up to that 90% region, perhaps switching over to V's will help it subside a little. V's are less intensive and not as stimulating. That is better than waiting for it to relax. In addition, the less hornier you are right now the better, so perhaps masturbating an hour or so before hand might help in the beginning.

RBI, thanks for posting, I was thinking of doing just that before my sessions but, some people suggest doing it while others don't, at lesat have a 2 hour interval before or after the session depending on whenever you want. But i'm going to have to read more about because i think it's the best way to keep my erections at a minimum until i get used to the exercises.

In your situation what good would it do to do it after? Beating off prior is not a permanent solution, but it is a temporary one. Maybe put a picture of your mom on the mirror!!

I am not a big proponent of fully erect jelqs because I don't think they are terribly effective. I have done them and it simply feels like I am trying to milk a rock. Even 80% is a much better number.
