Steroid makes womans clitoral grow, why not mans penis?

I have seen allot of pictures on bodybuilder woman that use steroids (testo) and theirs clitoral is like a small penis. So if steroids make theirs clit grow/gain why wont it do the same with a mans penis?

I wont or have any mind to start to use steroids, just wondering because so many start treads about penis and steroids. And the answer there is: No it wont make the penis grow/gain.

No because females don't produce testosterone naturally when they get test in their bodies which is a male hormone it makes them take male characteristics. Eastrogen is the females hormone and when that's put in a males body it makes them produce breasts. It's that simple some girls have big breasts regardless of how much female hormone they have same way some males have big dicks regardless of hormones
