I've had phimosis (look it up if you don't know what it is) since I was born. No idea why my parents never circumcised me but do you think phimosis was the reason my penis didn't grow more than 5.9 inches? To this day I haven't circumcised my penis yet. It's on my to do list for next year.

If I were you, I would consider stretching the opening rather than circumcission. I am circumcised and have worked on restoring my foreskin to get back what I lost when I was circumcised at birth. There are many ways to stretch the opening on the internet.
5.9 inches isn't small, what are you on about?
And be thankful you weren't circumsized at birth because you have a choice now, a lot of people are dissapointed in their parents because they didn't have a choice. I'm glad I'm uncut.

I want to be circumcised because of my hanging foreskin. It's way too much, it's like half an inch hanging...

I also have kinda small cock, about 6.5-6.7 lenght and girth 5.1. Foreskin isn't tight when it's flaccid and I can easily retract it all the way, but it's tight when it's erected. I can still retract it almost all the way if I use olive oil and gonna try stretching techniques to make it more loose.
Dunno if this belongs here, but my real question is is it safe use andropenis (or some other stretcher) if foreskin is tight when it's erected? Yeah, I should ask elsewhere, but I tried and really didn't find any Q&A or anything else about this.

Phimosis is easily treatable with an office visit and local anesthetic. It had nothing to do with your size. I wouldn't have the circ. done if I had the choice but you decide what is best for yourself.
I'd treat the phimosis with a cream but my foreskin is way too big so even if my foreskin fits over my head it would still look ugly. and besides, I think it's making me cum early too and I heard circumcision stops premature ejaculation
