I believe that Dan Salas of Phallocare has a "PE clinic" up and they do PE workouts there, but it seems to primarily be more of a phalloplasty service.

You may be right, but times have definitely changed. Most doctors are very careful about doing anything that could remotely be considered sexual.

How would you institute this? What are the legalities of touching someone's genitals in a non-medical fashion? In most states that would be considered a form of prostitution. Maybe you can open up a clinic in Nevada or someplace where something like this would be legally allowed.

Most men wouldn't be comfortable with having another man touch them, and having a woman touch them would likely prove too much of a temptation. I think your idea has merit, but you should have contingencies in place if you can't do things exactly the way you want them. Maybe something more along the lines of a traditional gym setting with trainers except the equipment is for PE purposes.

Prostitution legal in most places Peg? Not here. I think the ONLY place I know of where you can legally obtain a prostitute is in Pahrump, NV. Other than that, your out of luck here.
