I've been struggling for a while now having an oversensitive penis head. It all started when I wasn't properly educated on maintaining things down there. I happened to have a case of phimosis, I never did seek medical attention and managed to tackle this issue on my own. I started by slowly and somewhat painfully stretching my foreskin as far as it could go every night and pushing it a tad further every week or two (varying on my progress).
After a couple months I finally was able to fully retract my foreskin, but the sensitivity was unbearable! It was so sensitive I couldn't stand the pain of even waving it in the air, or blowing air onto it. Not only was the sensitivity the problem but there was also smegma which I had found over time. Removing the smegma wasn't an easy task by any means, but what I did to get rid of it was sit in a bath tub with the water temperature being warm, but comfortable for my over-sensitive penis head and began to painfully remove it with my fingers, or a facecloth. Attempt to simply very lightly wash your glans with water as well. Ever since then over a year ago I haven't found a way to dull down my sensitive penis and I was beginning to feel hopeless.
Several months of researching and trying to find a conclusion was gone to waste by methods that didn't work or simply didn't have an exact answer that didn't involve circumcision or exposing the penis head for a long period of time; I was able to finally make progress on bits and pieces of information I read. What I did was jump in the shower, retract my foreskin and proceed to lightly tap with my finger on my glans, after a week or so, I noticed it was getting better. Remember to tap all areas of your penis head otherwise only that area begin to become less sensitive.
Once you are feeling more comfortable, begin to rub your finger or let the shower run onto your glans. This will feel very uncomfortable, although it is normal; if you are running the shower on your foreskin hold it there for about 10-15 second durations and do as many times as you can once per day. You should know when you are ready to rub your finger or let the shower run onto your glans when you begin notice little to no change in sensitivity for a duration of time (~ 3 to 7 days). Once you begin to see progress try cleaning your penis glans with soap. Do not use any regular soap as the scent's and other added chemicals can cause harm to your sensitive glans and make your glans smell foul when covered for the day and make the penis head even more sensitive than it was before.
Personally I use Aveeno Active Naturals Fragrance Free Body Wash which can be found at your local drug store for about $8 or $9. To wash it, pull your foreskin back as far as you can, put a slightly bigger than pea sized amount of soap in the palm of your hand and rub it in your palm until you see soap suds beginning to form. From there begin to use the palm of your hand to thoroughly clean the glans of your penis, including behind the head and the retracted foreskin which can be very sensitive as well. This stage is in my opinion the hardest one to accomplish, but it gets better the more you do it.
Once you get out of the shower after cleaning your penis well, take a towel and very lightly dab your penis head until dry. This will dry it for the most part although what would be optimal would be to run it under a consistent flow of air until it's completely dry. A stand-up fan works great for this. Once your penis head is completely dry you should notice over a short period of time it will be a lot less sensitive than it was before.
Once you've got into the habit of washing your penis glans and foreskin at least every two days for about one or two weeks, pull back your foreskin when it completely dry and you got out of the shower and attempt to keep the foreskin retracted in tighter underwear for as long as possible. If this is too painful, I recommend doing this when going to sleep, and to insert a pillow in between your legs for added comfortably. Gradually over time (couple weeks to a couple months) you will notice your foreskin will be finally desensitized for good. Continue to keep your foreskin retracted in your clothes during the day once in a while to ensure you don't go over-sensitive again.
