Stretching ligaments?

Ive started the jp routine and in my stretching I can feel my ligaments to the sides of my penis up into my groin pulling. Is this a good thing?

It neutral in my opinion. Kinda handy feedback.
Avoid creating the feeling of pain. I suppose mild ache is ok.

Having a dull ache when doing PE is perfectly normal. What you want to avoid is anything that results in a sharp pain.
