Guys who are refered to as cut means that they have been circumcised. Guys who are not cut have not been circumcised.
Some may argue that uncut gentleman have a slight advantage to them because they have extra skin to work with. Also, many gentlemen who are cut may have difficulty performing certain PE exercises that require some lose skin, such as dry jelqing.
Overall, I think all men, whether cut or uncut, have the same potential for growth.
