Phallosan protector cap users

When I use the Phallosan protector caps, it appears my glans only expand to fill about 85 - 90% of the bell. When I go in “raw dog” my glans fill 100% of the bell. Is this happening with everyone? Does it have any effect? I don’t seem to be having any slippage.
