Not certain where to post a questoin about traction wrapping

I'm a beginner. I'm looking for a more elaborate, better explained way of how to traction wrap properly.
Where should it be posted?
Is traction wrapping considered a device?
or should it go into penis enlargement forum?
or here at beginners questions?
