If the length when pulled = the length of the erection, is it impossible to obtain an effect by BTC or Hanging? (No potential ligament)

I feel like I'm choking when I pull for my BPFSL measurement. I think BPFSL is very short. What other exercises do I need to do other than BTC in this condition to gain effect? Pump? Hanging?
