It is probably dependent on the person and the importance they place on that particular trait. If someone is hung up on height and they are only 5 feet tall, then they might develop a complex about it. I guess the same could easily be true for penis size or perhaps other traits besides those 2.

I don't think it is all just psychological and internal to the person who is "hung up on height". I think a great deal of it is external and eventually short guys end up being psychologically shaped by it. And then on top of that, they have to also cope with people advising them to "just get over it!"
A good experiment was done once that showed this on a documentary. A camera was attached to a short guy and a similar one to a very tall guy. Each was asked to push their way through busy Times Square. The camera recorded that the short guy got pushed, shoved, bumped into or forced out of the way 20-30 times. The very tall guy did not experience this at all. People just got out of his way.
Then there is all the evidence that shows tall guys earn up to 15 per cent more in salary, get more leadership positions and don't have to cope with being told they have a "Napoleon complex" or "Bantam rooster syndrome".
